December 2022 Trustee Meeting Minutes

Trustee Meeting – December 29, 2022

The Board of Deerfield Township Trustees met in regular session on Monday, December 29, 2022, at 6:00pm, with Trustees Ed Dean and Tiffany Havens present. Vice Chairman Dean opened the meeting with the Pledge of Allegiance. Tiffany moved to dispense with the reading of the minutes from the previous meeting and approve them as written. Ed seconded the motion and the roll call vote was unanimous.

Communications:

NOPEC sent notice of the 2023 Community Event Sponsorship Program designed to provide financial support to organizations within the community that host events for residents in the amount of $1,500. Ed Dean made a motion to nominate the Deerfield Civic Association to be the recipient of the 2023 Sponsorship Award as in the two (2) years past since they host the Deerfield Apple Butter Festival. Tiffany seconded the motion and the roll call vote was unanimous.

Fire Department: Chief Vaughn Sutcliffe provided a verbal report for the fire department on activity since the last meeting. The fire department is up to approximately 560 runs for the year, with 40 ran since the last meeting.

Unit #1411, the ambulance is going in this week to get the rear tire fixed.

For building maintenance, Vaughn would like to replace the night lights in the back building with LED lights.

Tiffany made a motion to pay for three (3) members to attend the Ohio Arson Seminar in Ashland at a cost of $375 plus mileage for one (1) vehicle. Ed seconded the motion and the roll call vote was unanimous.

The SAFER Grant is still pending since we have not yet received an objection letter.

Ed made a motion to pay $159.48 to the Regional Planning Commission for necessary information needed for the Wildlands Grant and to pay the additional amount up to a total cost of $22,000, of which Deerfield Township is responsible for $12,000 and the Wildlands Grant would pay $10,000 should we obtain. Tiffany seconded the motion and the roll call vote was unanimous.

Ed made a motion to pay the Ohio State Firefighters Dues at a cost of $100. Tiffany seconded the motion and the roll call vote was unanimous.

The ODNR Boat Safety Course will be held at the Deerfield Fire Station on March 11, 2023 from 9am – 5pm.

The Trustees and Chief Vaughn Sutcliffe had a brief discussion on dispatching services. Deerfield Township is currently in a 3 year contract with City of Ravenna.

Road Department: The Road Department has been out plowing over the holiday weekend.

All salt under contract has been delivered.

Ed Dean is working with the Mahoning County Road Engineer to inquire about the possibility of them paving German Church Road. The north side is Deerfield Township in Portage County responsibility. Ed believes Deerfield Township paid to have the entire road paved back in 1999.

Buildings & Grounds: No issues to any of the buildings or the Deerfield Town Hall with the extremely cold temperatures.

New Business:

Resolution No. 22-24:
Ed Dean moved to adopt Resolution No. 22-24, thereby, to authorize the expenditure of the monies received in the amount of $57,000 in the Gas Tax Fund for related gas tax supplies and other expenditures.

Tiffany seconded the motion and the roll call vote was as follows: Mr. Dean Yes Ms. Havens Yes

Resolution No. 22-25:
Temporary Budget:
Ed Dean moved to adopt Resolution No. 22-25, thereby, authorizing the Fiscal Officer to request a Temporary Budget Appropriation from the Portage County Budget Commission, in order to continue business in Deerfield Township, commencing January 1, 2023 in the following amounts:

General Fund $100,000.00

Motor Vehicle License Tax Fund Gasoline Tax Fund
Road & Bridge Fund
Cemetery Fund

Fire Protective Fund Permissive License Tax Fund

TOTAL

Gary Leifheit is doing well and looks to be back in 2023.

Ed made a motion to pay these bills and adjourn the meeting. Tiffany seconded the motion and the roll call vote was unanimous.
